Government Lending Programs

Nemaha County Microloan Fund - This fund was established through a grant from the Kansas Department of Commerce and Housing. RDA administers the fund, which allows the county to lend funds to new businesses or existing businesses that have five or fewer employees.  The maximum loan is $15,000.  Businesses must create new jobs, of which at least 51 percent must be filled by persons with low-to-moderate incomes (LMI) as defined by the U.S. Department of Housing and Urban Development (HUD).  For more information on how to qualify for the Microloan, Contact RDA at (785) 284-3099.  

Brown County Microloan -  This fund was established through a grant from the Kansas Department of Commerce in 2004.  RDA administers this fund, which allows the County to lend funds to new businesses or existing businesses that have four or fewer employees.  The Maximum loan is $25,000.  Up to $15,000 no match is required, any amounts over $15,000 require a cash match of 50%.  In order to borrow the full $25,000 the business would have to put up $5,000 in cash match.  Businesses must create 1 Full Time Equivalent job, of which 51 percent must be filled by persons with low-to-moderate incomes (LMI) as defined by the U. S. Department of Housing and Urban Development.  Brown County Microloan requirements also include a minimum wage of $7.00 per hour and a pre-loan educational component (required by the Kansas Department of Commerce).

Small Business Administration (SBA) - The SBA is arguably the most popular business assistance program.  Contrary to popular belief, the SBA does not provide direct loans to individual business owners.  Instead, the SBA provides a guarantee to a financial institution to pay back a large portion of a loan in the event of a business default.  Therefore, a banker will feel more comfortable making a loan to a startup business.  SBA provides guarantees for real estate, machinery, working capital, inventory, and other assets.  Rates and terms vary according to each financial institution.

U.S. Department of Agriculture Rural Development - USDA provides loan guarantees similar to SBA for larger businesses who may not fit neatly into an SBA category.  USDA also has a limited amount of direct loan funds for larger projects that will create a significant number of jobs.  More information on USDA programs can be found in the Incentives section.

Kansas Department of Commerce and Housing (KDOC&H) - KDOC&H is the economic development organization for the State of Kansas.  The department offers many Incentives to businesses that wish to locate in the state.  They offer the Community Development Block Grant (CDBG) program, which can offer financing to businesses that create a significant number of jobs.  They can also provide small amounts of seed capital and Grants to companies that create and retain jobs in the State of Kansas.
